 In fact, the filter already exists: 'title_save_pre'.  Maybe we could just
 add a second parameter to that which contains an array of the post data -
 category, content, author, id etc.

 Then plugins can autogenerate titles flexibly such as "Jamie's Post 1" or
 'Michael on [Aeroplanes, Boeing]".

 Less restrictive, off by default and able to do what you're asking for as
 well...
