 All of the above, essentially replicating what's done for the standard
 wp_loginout function used in the sidebar for the default template.

 We have Wordpress integrated with Simple Machines forum (SMF)for a website
 run at work, where SMF handles all the authentication and login for the
 entire site. Wordpress's wp_loginout function creates a string and passed
 it to a filter which just outputs the corrected links, and we want to
 achieve this in the Admin Area.
