Sounds like either a bad host setting or mod_security. Ask your hosting
provider if there's anything in their security setup that would block
such.
WordPress shouldn't be blocking any of this, as it doesn't make system()
calls on the_content(). Also take a look at your plugin list - perhaps
PHPExec or runPHP is being enabled and trying to execute curl() or wget()
functions in php...?
