Comment:

 This is most likely a permissions or server issue. I have multiple
 installs on many, many servers of multiple OSes and none of them have any
 issues. If this was a global problem, we would have heard from the
 millions of people out there running WordPress.

 Gonna close this as this is more a support request than a bug report. Now
 of course if you solve the issue and it was as the result of a bug in
 WordPress rather than your server being wonky, then please reopen this
 ticket with more details. :)
