 Okay so I saw #13778, and I appreciate the idea that you can surround a
 search with double quotes and get an exact match, this is a very unlikely
 case.

 What we still need is a phrase match, so that if you enter the exact name
 of the plugin, that plugin is in top spot, with all other results beneath
 regardless of other results. This would very minimally impact any "big"
 plugins, and have massive benefits for small ones.
