 Right, as far as I understand phased releases will be opt-in by the plugin
 authors, on a per-release basis. Not sure if you've seen it but there is a
 minimal UI to confirm a release after the commit (just a checkbox). When
 this feature gets implemented maybe there will be another checkbox for
 "Phased release" next to it :)
