 In Github, all comments (even Spam ones that are removed, unless the
 account is blocked) are kept without content

 As @dd32 mentioned above Trac doesn't have this functionality built-in.
 However when a new comment is posted, it gets "mirrored" both in the
 [https://lists.wordpress.org/pipermail/wp-trac/ Trac mailing list] and on
 [https://wordpress.slack.com/archives/C0397U3CV Slack]. This server pretty
 much the same (archival) purpose. You can see all comments that have ever
 been posted there.

 If you believe a comment was removed in error, best would be to
 [https://make.wordpress.org/community/handbook/irt/ submit an incident
 report] explaining the case and pointing to the archives.
