 Does this mean that some admin/mod users see that a comment was removed?
 I think that would make sense in general - since just making comments
 vanish by people who are the OP or have commented on the ticket
 previously, seems like a bad idea.
 In Github, all comments (even Spam ones that are removed, unless the
 account is blocked) are kept without content to at least show that there
 was a comment there and you get a notification that your comment was
 removed.

 But just stealthily removing comments is counter-productive for a
 transparent environment
