 I'm closing this due to inactivity, but the ticket can be reopened.

 For now, a number of bug gardeners (with or without that access level) are
 already aware of the general template for responding to a support request
 on Core Trac. The comments tend to be similar to
 [https://core.trac.wordpress.org/ticket/61024#comment:1 this example], and
 gardeners vary it depending on their writing style.
