 Why not?

 It really is this simple.

 Matt wants the data so he can use YOUR work to create value for
 Automattic.

 Plugins have to be GPL - so he can get them copied - but the data is fully
 closed off.

 Matt Mullenweg is both the head of WordPress.org and Automattic.com

 IMO he is exploiting the roles for commercial benefit.

 There is no security issue.

 It is pure exploitation of the work freely given by you, the plugin
 authors.
