Comment (by dd32):

 Just noting, this is the same for the Theme Directory.

 For Commercial; there's not too much of a barrier to entry.
 For Community; there should be a warning that the plugin cannot be
 commercialised in the future, I think?

 We also have Canonical; which we're not currently making use of.
