 Plugins in the directory can currently be part of 2 categorizations
 "Community" and "Commercial" (For more context:
 https://make.wordpress.org/plugins/2022/12/16/plugins-themes-
 categorization/).

 The plugin categories are displayed prominently in the directory as
 filters and on the plugin page itself. However, there aren't any
 instructions for authors to follow to get their plugins categorized other
 than the initial make post. (I think)

 Let's add a section to a plugin's advanced tab that either allows them to
 set their plugins category directly or emails `plugins at wordpress.org` on
 behalf of the plugin author.
