 Related ticket - https://core.trac.wordpress.org/ticket/43492 . As per the
 contents of that ticket, the behaviour of a default WordPress install in
 sending a list of your installed plugins (and other items) with your site
 URL (which is in the header of the wp_remote_*() API call sending the
 information, and usually allows personal identification) to wordpress.org
 without consent or notification was identified as forbidden by European
 privacy law a few years ago.
