Comment:

 Adding in an additional review cycle and change system seems like
 overcomplicating it a bit at this stage. Something like that may be added
 later, but right now, it's too soon.

 However, there is a solution for now. Email photos at wordpress.org to
 contact the photo directory moderators, who can easily correct those
 issues for you. This is not advertised widely, but it works. We've been
 onboarding the mods to the shared email system recently, so, good place to
 start. :)
