 I don't like the idea of giving block themes "priority". Make block themes
 more discoverable sure but please don't fudge the popular algorithm in
 such a way.

 Perhaps something like a separate "Trending" tab for all themes taking
 into account more variables than simply total installs over total days. I
 don't know exactly how this would work or if this is something that has
 already been mentioned previously.
 If a brand new theme that is not bundled in WP by default has 300
 downloads in its first full day, that could be said to be trending more
 than a theme with 100 downloads. Also if the less initially popular theme
 has a higher ratio of active installs to downloads then that too could be
 taken into account.
 From what I understand all the data are already collected, its just a
 matter of working with it to produce something a little bit more
 meaningful.

 Is there any reason why we can't optionally order by popularity when
 filtering?

 The current list of tags/filters is woefully out of date, with most of the
 tags feeling irrelevant. The exception is 'full-site-editing' as it is so
 very distinct from say 'custom-logo' or 'sticky-post', so I would would be
 in favour of a "Block" tab as a first step to see how it goes.
