The "Core Performance Contributor" badge was recently introduced to
acknowledge contributions to the WordPress performance team. Assignments
for this badge are currently manually controlled, but it would be great to
have some automation for it in addition.

Specifically, the proposed flow is the following: Whenever a GitHub user
that has their wordpress.org account connected to their GitHub account
contributes to the https://github.com/WordPress/performance with code (PR
or commit), the wordpress.org user should automatically receive the "Core
Performance Contributor" badge on their profile.

How exactly to implement this is flexible, it would also be great to
credit contributors that file issues, to not only focus on code
contributions. If that is more complex though, it could also happen in a
 follow-up effort.
