 There are still some outstanding issues from previous Block Editor
 handbook reorganization. This PR aims to correct those issues:
 https://github.com/WordPress/gutenberg/pull/34091

 We will need to coordinate merging that PR with implementing the redirects
 in this ticket. They should be done close to the same time frame.

 The changes renames the main README to Block Editor handbook freeing up
 the `getting-started/` name that can then be used properly to nest items.
 We also remove the tutorials nesting under getting started so they show
 top level.
