 Support theme: Enable feedback comments on HelpHub articles

 Adds a comment form to the bottom of HelpHub articles that have enabled
 comments, intended as a feedback mechanism for the content of the
 articles.
 These comments, once submitted, can be reviewed by site admins, but are
 never
 shown publicly. This also tweaks the comments-related REST API endpoints
 so that
 they don't expose these feedback submissions.
