Comment:

 Several Chinese network sources are rate-limited on certain services due
 to a high level of abuse and non-legitimate traffic coming from those
 sources.

 We won't be providing any form of whitelisting or an official way to
 replicate WordPress.org through a chinese proxy.
 WordPress is of course open-source software, so you are free to host
 mirrors of the code, documentation, and provide built packages of it.
