Comment:

 The user `activity` is an actual user, though seemingly not active in
 terms of contributions.

 There has never been an intent for
 `https://profiles.wordpress.org/activity/` to refer to anything other than
 a user. We don't have plans for an activity overview or utility.

 XML sitemap has been disabled via #5336, In so doing, I no longer see the
 need to address an `activity` user any differently than any other.

 Feel free to reopen if I'm overlooking the impact here.
