 Unfortunately yes. There's only so much that we can do on the logic for
 when to show it.

 We could definitely put a lower limit on it, such as "must have 5 strings
 contributed to this project in this locale".
 That'd help in my case, where I've contributed 1 or 2 strings in quite a
 few languages when we corrected a typo in an original string.
