 Request to edit content in Polyglots Handbook is better made in Slack
 channel "polyglots" or in https://make.wordpress.org/polyglots
 I have added an entry for es_MX in the list. Once you have a style guide
 and/or a start guide, I'll be more than happy to add links to them, too.
 (after all, the glossary is easy to find, especially since matches are
 highlighted directly in the translation interface...)

 With regards to your main request about es-mx helphub: Why do you want to
 have a separate instance for es_MX, rather than joining forces with the
 es_ES team, that already has started translate the Helphub content to
 Spanish? I'd suggest you talk to @nilovelez or @nobnob
