The "contributor" level badges for the Plugins and Themes teams have
always reflected the creation of plugins and themes. Granted, this
recognition is broader in comparison to other contributor badges in that
they recognize contributing, for example, to the realm of plugins rather
than directly to the Plugins team). So, it isn't quite as consistent as
contributor badges for other teams, but it's what was originally intended.

The "team" badges were meant for the reviewers, as reviewers were the ones
who made up the teams (at the time). Granted, there are likely more casual
theme reviewers now as the process has opened more since the badges were
initially enacted. (The Plugins team is still, as it was then, a closed
group of reviewers, though there are plans to start opening it up.)
I can see in the context of 5ftf how plugin/theme development and
maintenance does not as broadly support the desired effort to promote
contribution to the wider WordPress ecosystem. Rather than renaming the
established badges, perhaps change the "Contribution" tab for profiles to
list "Plugin Reviews" and "Theme Reviews" as options under "Teams" rather
than "Plugins" and "Themes"? (I'd even omit "Plugin Reviews" until it's
something that's actually opened up to more people.)
