#4118: Translate: Allow users to "follow" translation projects

Users, who have translate a plugin or a theme may want to later come back,
to continue contributing where they left off, or translate new string that
may have been added to the source.
Or a locale team may have delegated editor responsibility for a bunch of
 plugins to a member.

In both cases, it would be very useful if a user had the possibility to
maintain a list of translation projects that he/she wants to "Follow", so
that, for instance, one could bring up a page with number of untranslated,
pending, etc for all the projects one has added to their list of followed
 translation projects.

There could be a setting under "translation settings" whether the user
would like to automatically add all translation projects where one
contributes to the list of watched projects.

Oh: A later possibility to find/search all contributions might become much
more feasible if a new table was created that would "cross-connect" users
to all the translation projects where they have contributed. (This is
something GTE's would love to see. Someone asks for editor status but
don't remember where they've been contributing.)
