 Instead of saying "Email Plugins..." we should link to
 https://developer.wordpress.org/plugins/wordpress-org/take-over-an-
 existing-plugin/

 That will walk them through the process without having to micromanage
 everyone :D

 I like option 2 the best. It's up at the top and highly visible. With a
 good link, we won't need the button.
