 I vote for combining 1 and 3, so that there is an action that the user can
 take. The screenshot shows a purple message, but nothing actionable (well,
 it says to email plugins, but I think a link to the page explaining it
 would be much better).

 I also see nothing wrong with having a purple box in the sidebar, if the
 banner is not at the top.
