 Per @CoachBirgit's request, the Handbook plugin is now activated on
 https://de.wordpress.org/team/handbook/ for testing purposes and appears
 to work as expected.

 Things to look into:

 * Is there an efficient way to activate it and set up the widgets area for
 other existing locales?
 * What's the process to activate it automatically for new locales?
