Comment:

 Consider that the locale bar should be showing when on a locale specific
 site, I'd suggest we add the translate link into the language dropdown so
 it's all self contained there. I'll see if I can work a patch at some
 point for this. At least something that makes it accessible on the
 overview page would be great.
