 Background: #3093

 The list of languages is now separated from the "Translate ... into your
 language" link, so if a translator doesn't see their language in the list,
 they have to search for the link to GlotPress elsewhere, and at the moment
 it's still hidden under Development tab, which isn't obvious at all.

 The locale banner is supposed to help with that, but it's not always
 displayed when it should, see #2922.

 To get more translators to contribute, the process should be as easy as
 possible.

 Suggestion: Display a "Translate ... into your language" link under the
 list of languages in the popover.
