#1956: All w.org users should be able to add the `modlook` tag to topics

 Previously any w.org user could add the tag `modlook` (or any tag
 actually) to a forum topic and flag it for review by the forums support
 and and moderation team.

 The only way to add the `modlook` tag to a topic currently is to either:

 a) Add a reply and including the topic tag in that reply
 b) A moderator or above edits a topic and includes the topic tag then
 saves updating the topic
