 Yes, it was me. I've been translating "import plugins" to hebrew and it
 seems like many import plugins (by wordpressdotorg) use the old plugin URL
 structure with `http://` and `/extend/plugins/`.

 We should find all the plugins that use `/extend/plugins/` and update
 them.
