 Re-summarizing. If we do this, I think it's important to go both ways and
 even automate some pieces. Here's a few scenarios we would want to cover:
 * Automatically notify plugin / theme authors when a new language pack is
 available for their plugin / theme
 * Allow translators to contact plugin / theme authors with specific
 questions about translation
 * Allow plugin / theme authors to contact translation editors (for their
 project and global) to thank them or alert them of an upcoming release

 There may be other scenarios as well, but if we do this, we should allow
 the back-and-forth communication.
