Comment:

 Because we now have a dedicated wp-themes project for themes and because
 of its development (GitHub) Twenty Sixteen is a sub-project of wp-themes
 and used as the main source. Same as with Akismet. Old default themes are
 only for legacy reasons still in the wp project.
