[wp-hackers] GSoC Draft Proposal

Hello all,

     As per scribu's and jshreve's recommendations, I have broken up my 
proposal into two, separate proposals, as they thought the scope of my 
first proposal exceeded the time-frame of a GSoC project. Thinking of 
schedules for the new proposals I have come to realize they were most 
probably right and each one of these proposals would keep me busy for 
the summer.
