[wp-hackers] What Is Considered Bloat?

I've been following the Plugins/Core Modules thread for awhile and in 
it, the word Bloated is mentioned quite a few times. I wanted to know, 
what is the criteria that has to be met for something to be considered 
added bloat? Is this a majority rules minority rights type of thing or 
is it strictly up to the core team to decide if it's bloat or not?
