[wp-hackers] i18n tools and docs for plugin developers

 A couple months ago, I created a pretty simple online PO translation
program:

It's _very_ simple and straight forward and pretty much does just what I
need it to do. But if someone wants to take it and run with it, they should.
I've posted the code at Google Code as GPL'd code:
