Or don't. How you do things is up to you and you alone, and the codex
is not right in all circumstances (or even most of them, in fact).

In this particular case, there is some debate on the subject, so you
do what you think is right.

I put my plugin configuration pages on the Plugins menu, not the
Settings menu. And I will continue to do so.
