One option would be to create new taxonomies for each type of tag.

In the examples you gave:

"Cities" and/or "States", "functions"
and/or "System Calls" , "Bugs" and/or "Feature Requests"

They could each be a new taxonomy, rather than "hacking" the post_tag 
taxonomy. My understanding of the system (I've been reading a lot of 
code!) is that this is the way it was designed. For example, with people 
in pictures, you can create a new taxonomy and make use of all the 
existing wp functions to manage it. It's quite a powerful system once 
you get into it.
