What is in the Number or the Name, if there is no significant improvement in
basic software, db, loading time, ajax enhancement etc.

The plugin section should be changed similar to Gallery 2 style, where one
can search, download, update, install, and configure right from the plugin
page. Further there is much to be done, in the various section of the
wordpress, before one can think about calling it wordpress 3.
