There's no correlation between the major version number/name and a large or total rewrite. Although minor version/build numbering is generally an engineering decision, major version updating is almost always a marketing decision.
Skipping 2.3 and 2.4 is marketing as well. It's just not very effective, because it doesn't really mean anything that anybody can agree on.
"WordPress 3" has universal meaning -- Pay Attention, Because Something Significant Has Changed.
For example, given that WordPress is a couple years being with support for tags, a version of WordPress with core support for tags is certainly worthy of a major version bump. Another not-entirely-marketing-driven reason for a major version bump could be a significant change in underlying requirements (e.g. PHP 5).
