[theme-reviewers] Why can't theme authors have a second version of a theme?

Point of order: The TRT Admins, including Emil, absolutely do have the
power to change the rules. They are, in fact, the only ones who can.

The theme review guidelines are created and maintained by the TRT Admins,
advised by the theme reviewers.
