[theme-reviewers] Theme resubmit process?

To update their theme submission, they need to upload the ZIP file just as
before, and yes, the version number will need to be incremented.

When they upload the new theme, if the original ticket is still open, then
it will update the existing ticket instead of creating a new ticket.
