[theme-reviewers] Pro activity in Theme Uri

Hi

In one of the theme I found, developer added upgrade to pro activity, get
all themes and also suggested themes  in the theme uri. As far as I know we
cant add these things in the theme URI.



Also he used hard coded credit  link in the footer which is different from
author uri and theme uri again I some guideline violation.

Need Some clarification on this.
