[theme-reviewers] Layout Meta Box vs Plugin Territory

I am reviewing a theme and need to confirm wither meta-box comes under
plugin territory or not.

In this theme the meta-box is helping user to select the page layout and
sidebar  specific to the page.

In my opinion it must be considered under theme territory.
