[theme-reviewers] recomended vs required

hi tammie,

I'm sorry, I ask the question because of a ticket from my theme submission.
(I did reply the ticket)

but my question is not about specific ticket, the example from my email is
just example and the question is to make me understand better about the
review process.
that's the reason I didn't refer to a specific ticket in my question.

if it's part of review process, then I can add a note in theme readme/in
ticket about my decision of required and recomended to make review process
easier to both me and theme reviewer.
