[theme-reviewers] Can Options Framework be included with the theme?

@Otto - The full question would be: "Why do the setting/option frameworks
need to be bundled into the theme and cannot be loaded as plugin?"
It is possible for a theme to work without installing the framework. The
theme would only be missing extra options. For me it is clear that all
themes need to function without the need of plugins but they are able to
provide support for specific plugins.
You can see this theme that does it without any issues.
