The theme would only be missing extra options. For me it is clear that all themes need to function without the need of plugins but they are able to provide support for specific plugins.</span></div>

<div>What is the reasoning behind the decision?</div><div><br></div><div>Could we include this in the guidelines as a lot of themes are using settings frameworks and not every new reviewer will know to check this thread to find out about this guideline?</div>
