[theme-reviewers] Can Options Framework be included with the theme?

I'm the developer of OptionTree and I don't really see the difference between the two. How is OptionTree any different than the Options Framework? OptionTree can be used as either a plugin or included in the theme as a framework. The only difference is, I don't maintain two different code bases. I make a single code base flexible enough to be used however the user wants. So I don't understand why it would be excluded from themes at all. Could someone please elaborate on that decision?
