[theme-reviewers] Translation-ready themes

@Ulrich - Yes, I have changed my mind on the matter ... although I will
likely never tag one of my themes as "translation-ready" (although with the
exception of an included .po/.pot file my current "favorite" most likely
is) I have put a lot of thought into i18n related issues over that period
of time as well.
