Greg can be one of trusted reviewers. :-)

Admins should know who are more experienced Reviewers. I would suggest to
ask them personally if they are interested becoming Trusted Reviewers.
Alternatively we can ask for volunteers.

If they can create another role in trac, it will be great. Otherwise, Trusted
Reviewers can review the approved theme and make recommendation to Admins
for live. If there are issues, they can make notes in ticket and ask admin
to reopen the ticket. Admins can train these Experienced/trusted Reviewers
and potentially appoint them into admin role.
